  1. In a large bowl, combine soy sauce, vinegar, water, minced garlic, brown sugar, black peppercorns, and bay leaves. Add the chicken thighs to the marinade, ensuring they are fully submerged. Cover and refrigerate for at least 1 hour, or up to overnight.
  2. When you are ready to cook, remove the chicken thighs from the marinade, reserving the marinade for later use. Heat a large skillet or Dutch oven over medium-high heat. Add the chicken thighs, skin-side down, and cook until the skin is browned and crisp, about 5 minutes. Flip and cook the other side for another 5 minutes. Remove the chicken thighs from the skillet and set aside.
  3. Pour the reserved marinade into the skillet and bring it to a boil. Reduce heat to low, add the chicken thighs back to the skillet, and cover. Simmer for 30 minutes, or until the chicken is cooked through and tender.
  4. While the chicken is simmering, cook the jasmine rice according to package instructions.
  5. To serve, divide the cooked rice among four bowls. Top each bowl with two chicken thighs and spoon the adobo sauce over the top. Garnish with sliced green onions and enjoy!
