  1. In a large paella pan or wide, shallow skillet, heat the olive oil over medium heat. Add the onion, red bell pepper, and green bell pepper. Cook for 5-7 minutes, or until the vegetables are softened.
  2. Stir in the garlic and cook for an additional 1-2 minutes.
  3. Add the rice to the pan and cook, stirring frequently, for 2-3 minutes. Pour in the saffron and its soaking liquid, chicken broth, white wine, paprika, and cayenne pepper (if using). Bring the mixture to a boil, then reduce the heat to low and simmer for 15-20 minutes, or until the rice has absorbed most of the liquid and is tender.
  4. While the rice is cooking, heat a separate skillet over medium-high heat. Add the chicken pieces and cook until browned and cooked through, about 6-8 minutes. Transfer the cooked chicken to the rice mixture.
  5. In the same skillet, cook the shrimp for 2-3 minutes per side, or until pink and opaque. Remove the shrimp from the skillet and set aside.
  6. Add the mussels to the skillet with a splash of water, cover, and cook for 4-5 minutes, or until the mussels have opened. Discard any mussels that do not open. Transfer the cooked mussels to the rice mixture.
  7. Stir the peas and olives into the rice mixture, then gently fold in the cooked shrimp, making sure to distribute the ingredients evenly.
  8. Continue to cook the paella over low heat for an additional 5-10 minutes, or until the rice is fully cooked and the seafood is heated through.
  9. Remove the paella from heat and let it rest for a few minutes before serving. Garnish with fresh parsley and lemon wedges.
