  1. In a medium bowl, combine the beef strips with soy sauce, red wine vinegar, Worcestershire sauce, minced garlic, and ground cumin. Let marinate for at least 30 minutes or up to 2 hours in the refrigerator.
  2. In a large skillet or wok, heat the vegetable oil over high heat. Add the marinated beef (reserving the marinade) and cook until browned, about 2-3 minutes. Remove the beef from the skillet and set aside.
  3. In the same skillet, add the onion wedges and cook for 2 minutes, or until they start to soften. Add the tomato wedges and yellow chilies, and cook for another 2 minutes.
  4. Return the cooked beef to the skillet, along with the reserved marinade. Stir-fry for 1-2 minutes, or until heated through. Season with salt and pepper to taste.
  5. To serve, place a portion of cooked white rice and French fries on each plate. Top with the Lomo Saltado mixture, and garnish with chopped fresh cilantro.
